Texas Suffragists focused their attention on primary suffrage for women.Since primary suffrage could be conferred simply by a legislative act, it was more easily obtainable than full suffrage which could be gained only by an amendment to the state constitution.… The Texas Legislature passed a bill on March 21, 1918, and Governor Hobby signed it on March 26.  Women could now vote in state primaries.
