Joseph W. Bailey, a United States senator from Texas, was adamantly opposed to prohibition and woman's suffrage throughout his political career.He stated: "The three highest duties of citizenship are military service, posse comitatus service and jury service, all of which a woman, by her very nature, is incapable of performing."

Women Should Not Vote...

She cannot fight battles, and should not therefore, be permitted to vote for a declaration of war....

She cannot help the sheriff suppress a riot or arrest an outlaw, and should not, therefore, be permitted to make the laws under which men are required to undertake that dangerous service...
