“Defense Cuts”

It has been argued that the Texas economy rested on the three-legged stool of agriculture, defense, and oil. With the collapse of oil and the persistent troubles of farmers by the end of the 1980s, Texas seemed to be relying solely on defense. Then in 1989 Secretary of Defense Dick Cheney recommended that several military bases in Texas be shut down.
