Using Mexico's hostile attitude as a pretext, Houston sent Texas' small navy to "quarantine" Mexico. His intent was to encourage English mediation, which would arouse the jealousy of the United States and move it toward annexation. The Austin, a 600-ton sloop of war mounting twenty guns, actively engaged Mexican vessels during the "quarantine."
