Royal officials attempted to regulate trade in all parts of New Spain. However, enforcement of official policy was difficult, especially in remote regions of the northern frontier. One can often gauge the lack of success of the administrator's efforts by the frequency of decrees, cedulas, instructions, etc., sent to provincial officials on any given regulatory matter. |
